Standards can be engineered from the top down or grown from the bottom up, but standards that do not serve the practical needs of their constituents have little chance of survival in the global information environment. The Dublin Core Metadata Initiative has steadily gathered momentum over the past 6 years by cultivating consensus across disciplines, languages, and cultures. The 26 translations of Dublin Core specifications, adoption by hundreds of applications in many disciplines on 5 continents is testimony to how cultural process can be brought to bear on common problems in the Internet domain in ways that don't so much overcome cultural differences as capitalize on them.
